Location: Hybrid (Bolton office / Home-Working)

Salary: £20,000- £25,000 (D.O.E)

Hours of Work: 37.5 (pw)

Compass Community is an independent child care agency with Foster Care Offices, Children’s Homes and Independent Schools across England and Wales.  We are looking for an enthusiastic and fast-learning self-starter to join our growing Compass Commercial Team.  This role will include a mixture of home working and ideally working with the immediate team based in our Bolton office.

Under the direction of the Commercial Director and Local Authority Contracts & Tenders Manager, you will take a supporting role in developing contract and framework activities across all of our child care services, which will involve receiving and supporting with contract and framework tender opportunities and re-openings/refreshes.  You will also take a coordinating and supporting role in ongoing contract arrangements, compliance, and service level agreements.

The role is busy and varied, requiring excellent organisational skills and working to tight deadlines. Team members will be expected to have a broad knowledge across all commissioning and contract activity whilst helping to develop internal systems, processes, and template documentation to ensure colleagues are supported in the tendering for new services and compliance with existing contracts.

This role could be ideal for you if you have transferable skills gained from previous work within any of these areas; social care placements, commissioning, procurement, legal, contract management or tender management.

Skills & Experience required:

  • Strong attention to detail
  • Effective time management skills with experience of working to tight deadlines
  • Strong organisational skills – ability to work effectively in a fast-paced organisation, demonstrating a positive can-do attitude
  • Ability to work on own initiative
  • Excellent IT and administrative skills, including experience of using management information systems/databases
  • Strong and effective communication and interpersonal skills with colleagues and other stakeholders – working in collaboration with others
  • Experience of data collation and inputting. It would also be desirable (but not essential) to have experience of analysing trends and data

Previous experience of working in a similar sector / environment would be desirable but is not essential i.e.

  • Experience of reviewing and interpreting complex contracts
  • Have a strong understanding of public sector procurement and commissioning and how this works with Independent Fostering Providers, Residential Children’s Homes and Education provisions.

Have commissioning knowledge, skills and experience in the following areas:

  • Contract management
  • Tender applications
  • Project planning and support

On a day-to-day basis:

  • Manage the busy Commercial inbox as well as the profile upkeep and correspondence via various Tender and Contract portals
  • Co-ordinate incoming framework and contract opportunities, which includes new tender opportunities and contract re-openings / refreshes
  • Extract and provide key information about newly published tender opportunities
  • Support the Contracts & Tenders Manager in ensuring that all Tenders are applied for on time and to a high standard.
  • Ensure effective communication is in place with relevant departments during Tender Application and post Tender Award
  • A forward-looking approach for managing future contract renewals and tender opportunities, including support with gathering market information
  • Extracting contract information to prepare simple, easy to understand documents for operational leads
  • Contract management support including updates to Compass services on relevant contracts
  • Accurately maintain internal contract monitoring and compliance systems, and to support with the future development of these systems and processes
  • Be a point of contact for other departments to answer queries, provide support and advice in relation to our contracts and frameworks, ensuring the business is compliant with contract requirements
