Whilst most local authorities operate in house fostering services, they do not have enough capacity to meet the numbers of looked after children they wish to place in foster care. Year on year more children are being placed with foster carers from independent fostering agencies.
The level of support is generally higher with independent fostering agencies than with LAs. They have a higher ratio of supervising social workers to foster carers so one is usually available to step in, if necessary, in an emergency and offer practical support.
